On 19th February 2016 coinciding with the twelfth day of First month of Bhutanese calendar, the Serto for the newly constructed Kuenrey is installed. The installation ceremony is presided over by the Ven. Lam Neten of Wangdue Rabdey. The ceremonial event is attended by Dasho Dzongda, Dasho Drangpon and Dasho Dzongrab of Wangduephodrang Dzongkhag.

Also the ceremony for the placing of 1st bearing for the Base Isolation foundation of Urtse is also carried out. The design for the Base Isolation foundation is done by Dr. Andreas Galmarini from Switzerland. The implementation of work is carried out by the project  with the help of Punatsangchu Hydropower Project Authority (PHPA) and L&T Construction Company Pvt. Ltd. The concept of Base Isolation  foundation is the first of its kind in the Bhutanese Construction Industry.
